The City of Barrie has an additional program - the Barrie Emerging Musicians program that is operated by OMCI.  This program is unpaid and allows area performers to audition specifically for street performance licences valid for the City of Barrie downtown core.

If selected for the volunteer musician program, you will require one of:

a) an OMCI membership in good standing, or

b) a Certificate of Insurance (COI) for$2,000,000 Commercial General Liability insurance in the name of the performer, naming the City of Barrie as an additional insured is required.

Please note that Emerging Musicians are scheduled for deployment at specific locations and times,  This information is published and marketed to the public.  A minimum of 10 shifts are required to complete your undertaking with the city.  If you cannot attend your shift, even though it is voluntary, you must obtain a licenced replacement to cover for you, and notify the supervisor following the same procedures as the paid Emerging Artists.  You also must attend for meetings as scheduled by the City of Barrie and or the Ontario Musicians Cooperative.

Participants in the Emerging Musicians voluntary program:

  •  are permitted to collect tips and sell branded merchandise from their cases

We do understand that there are local musicians and members of the public that may be concerned about "age discrimination" with respect to the fact that we have a paid opportunity for younger members of the artistic community.

We do not set the age requirements for the program that funds summer youth employment opportunities that we are able to offer.  We are very grateful that the opportunity exists for youth that are ready to participate.  Youth are volunteers for the remainder of the year.
